We got a tip from a concerned Scarsdale10583 reader alerting us that a Level 3 sex offender is now living in the 10583 zipcode on Lee Avenue. Josef C. Reutershan, age 46 has moved back to his mother’s house on the Scarsdale/Eastchester border, after serving time for “promoting/possessing an obscene sexual performance by a child under the age of 17” and” disseminating indecent material to minors.”
In February 2009 Reutershan’s home was searched and detectives discovered child pornography on his home computer. Between January 15, 2008 and February 23, 2009 Reutershan used the screen name “DoItNow666” and arranged to meet a 15-year-old boy for a sexual encounter in the bathroom of Border’s bookstore where Reutershan was an employee. Instead of meeting a boy, Reutershan was greeted by an undercover investigator for the Westchester County District Attorney’s Office.
He was sentenced for 1 to 3 years in prison and released in August, 2011. He initially moved to Valhalla where he was on supervised parole. Reutershan is 6’3” tall, weighs 253 pounds, has gray hair, and brown eyes.
Under the sex offenders registration act sex offenders must register with the local police. Reutershan is classified as a Level 3 offender, meaning he has the highest risk of a re-offence. Since he is living in the Eastchester Police district, they have notified vulnerable populations in the vicinity of his home, including nursery schools, public schools, churches and the boy scouts.
We spoke to Detective Sargent Kiernan at the Eastchester Police Department who said that the neighborhood alerts are designed “to let people know that the offender is in the community so that they can take whatever action they feel is appropriate.”
Lieutenant Thomas Altizio in Scarsdale said that the Scarsdale Police Department has also advised nursery schools, churches and the Scarsdale Public Schools that Reutershan is living nearby. He also added that currently there are no Level 2 or 3 sex offenders living in Scarsdale.

But now the police are telling the community they can take illegal actions against people on the registry.
See, having registry information, you cannot harass, threaten, isolate, banish, or put fear into offenders. Exactly what action is the detective telling the community to do that is appropriate?
The level system is a legislative FRAUD. Being a level 3 doesn't mean highly likely to commit sex crimes. In fact, it means highly UNLIKELY. See, to get a LIKELY, you need at least a preponderance of the evidence (more likely than not). But when only 11 percent of level 3's are arrested again for a sex crime over a 10 year period, legally speaking, this man is UNLIKELY to re-commit a crime.
But the legislature made up levels and constantly change the meaning of them. If a person doesn't present a danger to the community their level system is not changed, is it? NO.
I don't defend what this person did. But what the State and this newspaper is doing? Is ensuring your community is at so much greater danger.
You all don't really care about kids, I know Why would I say that? Because it is clear the registry is not protecting and makes anti-social individuals who are more likely to commit sex crimes. But don't worry, it is just children.
I will tell you this, a conviction, standing alone, is NOT ENOUGH TO PLACE A POLICE STATE AROUND AN INDIVIDUAL or to strip him of their due process rights. You need a court of law under established and accepted standards of proof.
None of you want that, because that is what FREE COUNTIES DO.
Take your registry and level system and shove them. I laugh at them. NOTHING NONE OF YOU CAN DO ABOUT IT! Why? READ ABOVE!

Near where this person lives are 2 child care facilities (one literally around the corner on Grand in a Church, the other a few blocks down on Scarsdale Ave). Not to mention the Little Gym is a block away as well. Parents should be notified that someone who could be a threat to their children is in the area.
I for one am happy that the police notify residents of this so residents can keep a closer eye on their children, and if the parents feel it appropriate, speak to the children about things to be aware of.
